The apostle Paul had not visited the church in Rome when he wrote his letter to them.

'All have sinned and fall short of the glory of God; they are now justified by his grace as a gift, through the redemption that is in Christ Jesus...'

Paul wrote his letter to the Romans without having visited them and in doing so, he not only introduces himself but sets out the gospel message, from the fallen state of humankind to the limitless gift of salvation made available through the death, resurrection and Spirit of Jesus Christ. And the consequences of salvation are then explored - the combination of freedom from sin and death and of submission to God that should characterize the new believers, and what it all means both for Israel and for their common life together.
